Temporary Resident Permit for Africans in Russia

Back in the days, most of the Africans who came to Russia or the former USSR were students on scholarship grants either from the governments of their respective countries or from the Russian government.
Nowadays the situation is somewhat different and no one knows the number of Africans in Russia.
Well, if you are an African and you live in Russia (legally), you might want to know what you have to do to make life better for yourself in terms of visa and stay permits. Without any/either of these, you cannot seek employment legally.
Some Africans, I believe are on Student and Work Visas so this may not apply to them. But if you are married to a Russian Citizen, then this is certainly for you.

The first step is to secure a TEMPORARY RESIDENT PERMIT (TRP).
What do you need?
1. A correctly filled application form
2. Four (4) passport photographs (35x45mm)

3. International Passport
4. A letter of good character from your country/embassy.
5. Statement of Bank Account
6. Marriage Certificate
7. Birth certificate of your child/ren (If any)
8. HIV/AIDS certificate
9. Health certificate
10. A sum of One Thousand Rubles paid to Sberbank Russia.
ALL documents MUST be in Russian Language.
Please, keep in mind that these are only the basic requirements.
The Temporary Resident Permit (TRP) is valid for 3 years but you cannot seek for employment with it. For that you need a to apply for a WORK PERMIT.

Benefits of having a TRP.
1. You can apply for a WORK PERMIT by yourself
2. You become a legal resident in Russia and can move within freely
3. You can apply for a PERMANENT RESIDENTIAL PERMIT (PRP) after a year

The not so interesting part is that;
1. of course you cannot vote or be voted for;
2. You will need an exit/entry visa (but you can apply for this at the Migration office without problem. It takes about 10 days or so)

This is not so convenient for a lot of Africans, so the next step after securing a TRP is to go for the PRP.

    residence,i had came with a private visa and its for 2months and 8 days
    but temporary residence it take 5 months,please i need to know if i can make my visa longer and if yes how can I,i hope that you will help me

  4. Hi and welcome to Russia. Are you an African? May I ask how you found this website?
    You may wish to know that the Russian government maintains a restrictive and complicated visa regime for foreigners who visit, transit, or reside in the Russian Federation.
    So generally the Russian visas cannot be extended. It can be prolonged in case of:
    Missing your flight, Accident, Serious illness, Seat unavailability in case of an open-date ticket
    In all the cases mentioned above your visa can be extended for up 2 weeks.
    Otherwise your options are:
    1) Please tell your wife to go to her local/territorial Migration office (where your wife made the invitation letter for you) and discuss your situation with the inspectors there and they will advice you accordingly.
    2) Apply for a TRP, return to your country and then secure another visa for Russia in say, 6 months time when your application would have been granted.

  6. Hi…well, really your BEST option (in my opinion) will be to go (with your wife) to your local/territorial migration office. Explain your situation carefully to them and they will “advice” you on what to do. Go NOW while you still have the time.

    i gave all documents for temporary residence and they took that paper with it left with me from airport i think its card residence they took it for one week and today i got it and they make some stemp there that they took my papers for temoprary residence ,and i asked about making vist longer but they told me that i cant
    ao i have to leave country even they took papers??
    i heard that when temporary residence beeing prociding you
    so what can happened if i will not leave country??

  8. Hi, its good that they are processing your TRP which normally takes 6 months and they expect you to leave the country and come back after this period. Its a silly rule and very uncomfortable for most people but since you don’t want to leave because it does cost money and lots of stress to be traveling up and down, you only have ONE option – STAY INDOORS as soon as your papers (your current one – which I believe is valid for 3 months or so) expires and DO NOT GO OUT or get yourself into trouble. Remember, THIS IS RISKY!!!
    As soon as you find out that your TRP is ready, go to the local immigration office (try to make good friends with them NOW!!!) to collect your TRP. According to the law, they may ask you to pay some administrative fine which, I think is around 1000 rubles or so but I’m not very sure of this. The Russian officials/law are very unpredictable. Think wisely.

  14. Hi Folarin, TRPs are issued only on Russian Territory (at the designated Migration offices) so I’m afraid you just have to go home and come back. I know its a lot of money but nothing you can do about it. That’s the law.
    As far as I know, you cannot collect the TRP in your home country.

    Invitation letter can be provided to you by the same person (or organization) who invited you the first time or via companies that are in such business.

  18. Hi Folarin, Please accept my congratulations on the completion of your educational program!
    Do I understand correctly that you are planning to have your wedding on July 1st? In that case, your option will be to apply for the TRP as soon as you can but thereafter you may have to return home before your visa expires. Your future wife will be able to provide an invitation letter for you to come back. In fact I will advise she does that before you leave. Take the original invitation letter with you before going back and keep in mind that the invitation letter takes a month (at least officially) to prepare. All the best.

    The TRP will be stamped on your passport once its been approved (Scroll up this page and you will see a sample of it). Normally the processing and approval takes 6 months.

  23. Hi Folarin, once again my congratulations in advance. You are going to be a father.
    Regarding your question, you have two options:
    1) Go to your school/University and ask them for a letter verifying that you are a student and that you are not working. It should also state that you will not be claiming benefits on behalf of your soon-to-be born child. That is what that “Spravka” or letter is all about. The government wants to make sure that only ONE of the parents is eligible to claim benefits. By providing this, your wife will be able to claim child benefits.
    2) Ask your wife to inform the accountant at her workplace that her husband is a student. She will or can guide her appropriately. Accountants are very versed in such areas.
    You can only get a “Трудовая книжка” or “employment history” if you are working and since you are not, there is nothing you can do about it. That is the law. Your wife doesn’t need this to claim benefits. That letter you will provide will cover that.

    The forms are no longer available for download from the official website of the FMS
    http://www.fms.gov.ru/documents/temporary/
    , so you will have to visit the Territorial Migration office in your area/region to get a copy. Are you based in Moscow?

    If your marriage certificate was issued in Russia by the “ZAGS” (Russian Registry Office), then you don’t need to legalise it before submission.

    Do you have visa to Belarus? What is the validity? Have you relatives/friends in Belarus?
    Do you have visa to come back to Russia? If yes, then you can move to Belarus and wait there till your TRP is ready but If you don’t have both of the above, then you just have to go back home.

  29. Hi David, to answer your question yes, you can but you will still have to provide all the mentioned documents and follow the required immigration procedures. In other words, it does not matter if you are a student or not as long as you are residing in Russia legally.
